If you’re pursuing a Senior Executive Service (SES) role, you’re likely well-acquainted with the term Executive Core Qualifications (ECQs). These five key competencies—Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions—are central to your SES application. But what exactly are ECQs, and how do you master them? Let’s dive in.
Why Executive Core Qualifications Matter
ECQs are designed to showcase your executive leadership skills. Federal agencies use them to evaluate candidates’ ability to manage programs, lead teams, and adapt to organizational challenges. Think of them as your leadership story—each ECQ is an opportunity to highlight how you’ve tackled challenges and delivered results.
For example, Leading Change demonstrates your ability to navigate organizational transformations. Have you managed a team through significant restructuring? Or perhaps led a new initiative that impacted your entire organization? These are the kinds of stories that resonate in ECQs.
Crafting Impactful ECQs
When writing your ECQs, focus on concrete examples that align with the Challenge-Context-Action-Result (CCAR) framework. For instance, one of my clients recently used her experience managing a multi-agency initiative to showcase her strength in Building Coalitions. By emphasizing her ability to navigate complex relationships and drive a project to completion, her ECQs made a lasting impression.
Make sure your narratives are results-driven. Agencies want to see measurable outcomes, like increased efficiency, cost savings, or enhanced team performance. Essentially, your results need to be hard-hitting. A great resource to guide you is the OPM’s ECQ Guidelines, which offer a deep dive into what each qualification entails.
